Biography

L. Paul Oberdorfer became City Manager of Piqua on January 11, 2021, after having served as Deputy City Manager for the City of Charlottesville, Virginia. He plans to develop the city by improving the effectiveness of community engagement, neighborhood redevelopment, and city facilities, equipment, and personnel. Paul received his Bachelors of Art in Management from the University of Malone, in Canton, Ohio.

Beginning his public service career in 1991, Paul served as a drafting technician for the Ohio Department of Transportation (ODOT), District 4 Bridge Engineering Office. He spent the next ten years in heavy highway construction inspection and project management in the District 4 Construction Department. Promoted to facility manager at ODOT District 4 in 2005 gave him the opportunity to operate one million square feet of space, eleven wastewater treatment plants, and six public water systems in six counties.

In 2010, the City of Green, Ohio selected Paul as Deputy Service Director. He positively transformed the department's culture in this role by a "boots on" understanding of each operation and the employee's perspective. Appointed to Public Service Director at the City of Green in 2015, he collaborated with Green Local Schools on the Master Recreation Facility Plan adopted by City Council and the Green Local School Board.

Paul, appointed as Public Works Director at the City of Charlottesville in February 2017, lead the department toward APWA Accreditation to improve service delivery and customer satisfaction. He directed the department on updating and modernizing the IT environment of the department.

In July 2019, the City Manager reorganized departments and created an Operations Portfolio. Promoted to Deputy City Manager, Paul oversaw a $100 million Operations Portfolio. As Deputy City Manager, Paul led four departments with a staff of 338 FTE personnel and $405 million in assets. He oversaw a team of four directors responsible for:

Paul was also the development and services liaison to the University of Virginia, Albemarle County, and Charlottesville City Schools.
