[ARCHIVED] City of Piqua employee recognized for leadership and service in procurement

The City of Piqua announces that Contract and Purchasing Manager Janelle Collier has been named the 2025 Volunteer of the Year by the Central Ohio Organization of Public Purchasers (CO-OPP), the local chapter of the Institute for Public Procurement (NIGP).

Collier received the honor during CO-OPP’s November luncheon, where she was presented with a plaque and a $1,000 award to support professional development. She plans to use the funds to attend the 2026 NIGP Annual Forum to be held in Columbus in August.

Collier has been a member of CO-OPP since 2008, served as chairperson since 2020 and sits on the NIGP Forum Local Planning Committee. The Volunteer of the Year award recognizes her long-standing service, leadership and dedication to advancing the public procurement profession.

“Janelle’s commitment to excellence and her dedication to the City of Piqua are evident in the way she approaches her work every day,” Finance Director Jerald O’Brien said. “Her leadership within CO-OPP is a reflection of the high standards she brings to our organization. We are proud to see her receive this recognition.”
